This design is based on a Winged goat and a lithograph in the Persepolis (Shiraz-Iran)
Both were regarding the Achaemenid period.

The winged goat is now in the Louvre Museum in Paris

The bull lithograph design is a symbol of fertility also many wine containers are made in the shape of a bull's head.
