'e-broom' is an idea inspired from Static Electricity , When we  create - charge in the comb and expose the pieces of paper to the electric field created by the charge, you will polarise them so that the part closer to the comb will be + and the other will be -. . And as opposite charge attract each other . the paper pieces will be  attracted towards comb.

E broom attracts  bits of paper and  hair .
