The UCR law was made by the Unified Carrier Registration Act of 2005 (UCR Act - 49 United States Code (USC) area 14504a), it replaces the previous framework for enrolling and gathering expenses from the administrators of vehicles occupied with interstate travel – the Single State Registration System (SSRS).
