O Centro Cultural Parelheiros fica localizado em uma das áreas mais carentes da região metropolitana de São Paulo, no distrito de Parelheiros no extremo sul da cidade. O difícil acesso da população a equipamentos públicos, de lazer e cultura contribui ainda mais para segregação social e violência.
Com o segundo menor IDH (Índice de desenvolvimento humano) do município, a região tem alta vulnerabilidade social e não conta com incentivo do governo para equipamentos desse porte, onde a grande maioria está centralizada no eixo econômico e centralidades do município.
O Projeto do Centro Cultural Parelheiros tem o objetivo de mudar a realidade da região, trazendo para população um equipamento publico que possibilite o crescimento pessoal e profissional, gerando novas perspectivas para essa população carente.
