This is the income guideline for determining eligibility for Fair Fares, published by the MTA.
Notice how the income cap for a single person household is $12,760. Now consider the fact that the minimum wage in New York City is $15.00. An average worker working a 40 hour work week, 52 weeks a year, will earn $24,544. They would not qualify.
